1. ​​Government further suitably relaxes social distancing measures

Having taken into account the latest epidemic development and relevant factors, the Government announced that social distancing measures will be suitably relaxed further with effect from November 3.

2. Government to set two-tier pricing for self-paid COVID-19 nucleic acid testing services

The Government announced that the self-paid COVID-19 nucleic acid testing services will be provided at two-tier pricing with express service introduced starting from October 28. Moreover, the self-paid testing services being provided at the 19 community testing centres (CTCs) will be extended to all 85 CTCs and community testing stations (CTSs).

3. Prevention and Control of Disease (Vaccine Pass) (Amendment) Regulation 2022 gazetted

The Court of First Instance handed down its judgment on the judicial review application in respect of COVID-19 Vaccination Medical Exemption Certificates (Exemption Certificates) on October 21, 2022. Having carefully considered the legal advice, the exigency of the fight against the epidemic and the interest of the relevant stakeholders and the public at large, the Government has decided not to appeal against the decision of the Court. The Government would amend the relevant regulations, in order to provide clear legal basis for the relevant directions.

4. ​​Secretary for Health declares invalidation of all Medical Exemption Certificates issued by seven registered medical practitioners

The Government announced that the Secretary for Health, pursuant to section 17B(1) of the amended Prevention and Control of Disease (Vaccine Pass) Regulation (Cap. 599, sub. leg. L) (the Regulation), declared separately the invalidation of all COVID-19 Vaccination Medical Exemption Certificates (Exemption Certificates) issued by the seven registered medical practitioners stated in Annex. The aforementioned invalidation declarations will take effect on November 9. By that time, all Exemption Certificates previously issued by the medical practitioners concerned can no longer be used for meeting the Vaccine Pass requirements. At the same time, neither can Exemption Certificate issued by the seven registered medical practitioners after the making of the aforementioned invalidation declarations be used for meeting the Vaccine Pass requirements.

5. Hospital COVID-19 Vaccination Stations to provide Sinovac and BioNTech vaccination service

Starting from October 31, the 13 COVID-19 Vaccination Stations in public hospitals (HCVSs) provide walk-in vaccination with the Sinovac and BioNTech vaccines.

6. ​​HAD steps up vaccination and related publicity activities to facilitate COVID-19 vaccination of elderly and children

A spokesman for the Home Affairs Department (HAD) said that to encourage the early vaccination of the young and the old, the HAD's 18 District Offices have stepped up COVID-19 vaccination activities in various districts since August so as to enable citizens of all ages, especially children and the elderly who are more vulnerable to serious infection, to be vaccinated as early as possible to obtain the much needed proper protection for themselves and others under the epidemic situation.

7. Paediatric formulation of Comirnaty vaccine arrives in Hong Kong

A batch of about 19 000 doses of the paediatric formulation of the Comirnaty vaccine for use by children aged 5 to 11 arrived in Hong Kong as arranged by Fosun Pharma.
