1. Designated Quarantine Hotel Scheme increases supply of rooms and will allow confirmed cases to stay in hotel for isolation in next cycle

The Government announced that a quarantine hotel initially reserved for air crew joins the eighth cycle of the Designated Quarantine Hotel (DQH) Scheme starting from September 15 and another DQH will increase its supply of hotel rooms. In addition, new clauses will be added to the contracts for the ninth cycle of the Scheme to allow the DQH guests identified as confirmed cases to stay in their original hotel to undergo isolation.

2. Government enhances arrangement of point-to-point transport services from airport to designated quarantine hotels and updates label for government quarantine hotel taxi fleet

The Government announced that the waiting and boarding arrangements for point-to-point transport services to convey inbound persons from Hong Kong International Airport (HKIA) to the designated quarantine hotels (DQHs) are enhanced from September 15, with a view to further reducing inbound persons' duration of stay at HKIA. In addition, the specific label for the government DQH taxi fleet has been updated for easier public identification.

3. Government adjusts temperature screening arrangements for outbound and transit air passengers

The Government announced that in view of the gradual removal of COVID-19 prevention and control requirements in overseas places, outbound passengers and transit passengers departing for overseas places or Taiwan via the Hong Kong International Airport are no longer be required to go through temperature screening starting September 10. As for inbound passengers entering Hong Kong, as well as departing passengers bound for the Mainland or Macao, the temperature screening arrangements remain in place.

4. Government adjusts quarantine arrangements for air crew

In view of the latest developments of the epidemic situation, and after reviewing the relevant data, the Government announced the adjustments to the quarantine arrangements for air crew. The relevant arrangements come into effect at 0.00am September 10.

5. HAD steps up vaccination and related publicity activities to facilitate COVID-19 vaccination of elderly and children

A spokesman for the Home Affairs Department (HAD) said that to encourage the early vaccination of the young and old, the HAD's 18 District Offices have stepped up COVID-19 vaccination activities in various districts since August so as to enable citizens of all ages, especially children and the elderly who are more vulnerable to serious infection, to be vaccinated as early as possible to obtain the much needed proper protection for themselves and others under the severe epidemic situation.

6. New Testing Registration Code function added to "LeaveHomeSafe" to facilitate citizens' registration for testing

A spokesman for the Government announced that a new Testing Registration Code function has been added to the "LeaveHomeSafe" mobile application to enable members of the public to fill in personal information in advance. The new function aims to reduce the time spent on queuing on-site and registration at testing points through a simplified registration process for nucleic acid testing.

7. Government amends regulations under Prevention and Control of Disease Ordinance

The Government published in the Gazette the Prevention and Control of Disease (Use of Vaccines) (Amendment) Regulation 2022 (Amendment Regulation) to introduce a transitional arrangement for handling the registration of COVID-19 vaccines. At the same time, the Government has also amended eight public health emergency regulations under the Prevention and Control of Disease Ordinance (Cap. 599) to maintain the legal framework for relevant anti-epidemic measures undertaken by the Government.
