CS Visit Sham Shui Po District

The Chief Secretary for Administration, Mrs Carrie Lam, visited Sham Shui Po District this afternoon (February 25). She visited Ying Wa Primary School, the New Home Association and residents living in a sub-divided unit in the district, and also met with members of the Sham Shui Po District Council.

Accompanied by the Chairman of the Sham Shui Po District Council, Mr Jimmy Kwok, and the District Officer (Sham Shui Po), Mr Benjamin Mok, Mrs Lam first visited Ying Wa Primary School. In addition to touring the campus and enjoying a performance by students, Mrs Lam was briefed by the Supervisor of the school, Mr Tsang Chiu-kwan, and the Headmistress, Ms Maria Lam, on how the school motivates students to learn on their own and develop their potential in different areas in order to achieve whole-person development.

Accompanied by the Vice Chairman of the Board of Directors of the New Home Association, Mr Li Sze-lim, Mrs Lam then visited the Association's support services centre for ethnic minorities funded by the Home Affairs Department. During the visit, Mrs Lam learned more about the services provided by the centre and chatted with women attending interest classes there. She introduced to them the education, employment and community support initiatives for ethnic minorities that were announced in the 2014 Policy Address. Mrs Lam also visited the Home Market, which is operated by the Association and aimed primarily at selling daily necessities to low-income persons and the elderly at discounted prices.

Mrs Lam then went to visit residents in a sub-divided unit in the district to understand more about their living conditions. The Low Income Working Family Allowance was put forward by the Chief Executive in his 2014 Policy Address. It aims at providing assistance to low-income working families and encouraging continued employment. The Government is now collecting opinions from all sectors of society with a view to implementing the scheme next year.

Before concluding the visit, Mrs Lam met with members of the Sham Shui Po District Council to listen to their views on local issues and developments, including environmental hygiene and street management, labour policy, constitutional development, community planning and urban renewal as well as strengthening district administration. During the meeting, Mrs Lam pointed out that the Chief Executive announced in his Policy Address the introduction of a pilot scheme in two districts (including Sham Shui Po), providing the District Management Committees chaired by the District Officers with the decision-making power to tackle the management and environmental hygiene problems of some public areas. The District Councils will advise on the work priorities. This will take forward the concept of "addressing district issues at the local level and capitalising on local opportunities". She expressed her full support for the pilot scheme.
